Significant Changes to the Saskatchewan Entrepreneur Category

March 14, 2024, marks the implementation of substantial changes to the Entrepreneur Category by the Saskatchewan Immigrant Nominee Program (SINP). These changes include revised eligibility and selection criteria. For a comprehensive overview, refer to the Entrepreneur Category Updates document.

Expression of Interest (EOI) Process

On October 10, 2024, the Entrepreneur category will invite candidates from the EOI pool. It is important to note that candidates cannot modify their business plan after applying, nor can they alter their Business Performance Agreement once approved by SINP. Detailed information on starting a business in Saskatchewan can be found on the “Immigrate and Start a Business” page.

An EOI is not an application but a declaration of interest in the SINP. Candidates indicate their interest in running a business and residing in Saskatchewan by providing details about their experience, assets, and a Business Establishment Plan (BEP). Eligible candidates are then entered into the EOI pool.

EOI Submission and Selection

  • Meeting Eligibility Criteria: Candidates must meet minimum eligibility requirements to submit an EOI.
  • Points Grid: EOIs are scored and ranked using the Points Grid.
  • EOI Submission: Complete the EOI online, ensuring all sections are filled out. The EOI must be in “Submitted” status.
  • Selection: If selected, the EOI becomes part of the formal application. Providing misleading information results in a rejection and a two-year reapplication ban.
  • Documentation: No documents are needed during the EOI submission, but they will be required if invited to apply.
  • Validity: EOIs remain in the pool for 12 months from submission. If not selected, candidates can reapply.
  • Updates: EOIs can be updated with new information before submission but not after.

Ranking and Selection Criteria

EOIs are scored based on various criteria found in the Points Grid. SINP selects candidates based on their points score and other factors such as language proficiency, planned businesses in key economic sectors, and completion of exploratory visits. The goal is to ensure strong economic outcomes for Saskatchewan.

On July 11, 2024:

  • Invitations Issued: 13
  • Average EOI Score: 84
  • Highest EOI Score: 110
  • Lowest EOI Score: 65

All candidates with 75 points or higher were invited to apply.

Invitation to Submit an Application (ISA)

Upon EOI selection, candidates receive an ISA letter with a file number. Candidates must ensure their application matches their EOI information. Changes that lead to a loss of points or failure to meet minimum criteria should prompt a withdrawal of the EOI.

Application Process After Receiving ISA

Candidates have:

  • 20 days to pay a $2,500 CAD non-refundable processing fee and select a third-party financial review service.
  • 90 days to complete and submit their online application, including uploading all supporting documents.
  • 180 days to send a Third Party Verification Report.

Documentation Requirements

All documents must be in English or French, including translated copies with a translator’s affidavit for non-English or French documents. Applicants must update SINP with any changes in personal information, even after a visa is issued.
