New Regulations for Refugee Protection Claimant Documents Starting April 2025
Effective April 1, 2025, expired Refugee Protection Claimant Documents (RPCDs) will no longer be valid in Canada, as announced by Immigration, Refugees and Citizenship Canada (IRCC). This policy change underscores the importance for asylum claimants to renew their expired RPCDs or replace any that are lost, destroyed, or stolen.
Importance of the RPCD
The RPCD serves as a critical form of identification for individuals whose refugee claims are still under review. It is crucial for maintaining legal status in Canada and accessing essential services, including health care under the Interim Federal Health Program. Without a valid RPCD, claimants may encounter difficulties in accessing these services.
Transition to Digital Applications
To streamline the process and improve efficiency within the immigration system, IRCC will no longer accept paper applications for RPCD renewals or replacements. Claimants are now required to use an online web form to submit their requests. Any paper forms sent by mail will be returned to the sender without processing.

- Renewal Process: Asylum claimants are encouraged to renew their expired RPCDs through IRCC’s online platform. Detailed instructions for completing the web form are available on the IRCC website.
- Paper Applications: Mailed paper applications will no longer be accepted. Claimants must utilize the online web form for any renewal or replacement requests.
- Validity of RPCDs: Expired RPCDs will remain valid until April 1, 2025. After this date, they will no longer be accepted.
- Receiving New Documents: Once processed, renewed RPCDs will be mailed to claimants or can be picked up at a local IRCC office.
