5th French-language proficiency category draw of the 2023

On October 25, 2023, 300 Candidates were invited to apply for Permanent Residence under the French-language proficiency category. The CRS score was at 486.

As per the tie-break rule, only candidates who submitted their profile before September 30, 2023, at 04:22:17 AM UTC were nominated. If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.

Under this category, the strong French-speaking abilities criteria do not use work experience as a key factor for selection.

By 2023, Canada plans to welcome 82,880 new immigrants through its Express Entry system.

The annual Immigration Levels Plan determines how many permanent residents Canada aims to admit over a calendar year. The plan is developed in consultation with provinces and territories, stakeholder organizations and the public.

The following levels of new permanent residents (PR) will be welcomed by Canada over the coming 3 years:

IRCC announced new changes in the category–based selections: Express Entry rounds of invitations in May 2023.

In category-based rounds of invitations, candidates are invited based on their eligibility for a specific category which are established by the Minister to meet an identified economic goal.

Note that candidates are invited for Permanent Residency (PR) based on:

  • work experience in a specific Training, Education, Experience and Responsibilities (TEER) category of the National Occupational Classification (NOC);
  • Education; and
  • Ability to communicate effectively in a specific official language.

-2nd Healthcare occupations category:

This is the 3rd category-based selection draw for Health Care Occupation held by IRCC.
On October 26, 2023, 3,600 Candidates were invited to apply for Permanent Residence under the Healthcare Occupations. The CRS score was at 431; the lowest score compared to the previous draw held on July 06, 2023, and June 06, 2023.

As per the tie-break rule, only candidates who submitted their profile before May 24, 2023, 19:47:51 UTC were nominated. If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.

The first-ever draw under Express Entry category-based selection targeting Healthcare occupations was held on June 28, 2023. IRCC invited 500 healthcare workers and the CRS score was at 476.

On October 24, 2023, 1548 Candidates were invited to apply for Permanent Residence under the Express Entry Category – Provincial Nominees Only. The minimum CRS score was 776. This is the 5th draw of the year.

As per the tie-break rule, only candidates who submitted their profile before July 07, 2023, at 07:28:57 UTC were nominated. If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.

-4th Express Entry – No Program specified.

On October 10, 2023, 3725 invitations (ITA) were issued. The CRS score of the lowest-ranked candidate invited was 500.
As per the tie-break rule, only candidates who submitted their profile before October 02, 2023, at 15:25:30 UTC were nominated. If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.
