
Francophone Minority Communities Student Pilot (FMCSP)
Eligibility requirements – the student should:
- be a citizen of an eligible country (Appendix A)
- have a letter of acceptance from a participating designated learning institution (DLI) that says you’re applying under the FMCSP (Appendix B)
- be enrolled in a study program that meet the requirements of the pilot (Appendix C)
- have enough money to pay for (Appendix D)
- Tuition fees
- living expenses for the candidate and any family members who come with you to Canada
- live outside of Canada when applying
- get a medical exam (if needed)
- get a police certificate (if needed)
- be able to prove that the candidate’s French speaking, listening, reading and writing skills are at a level 5 or higher in the Niveaux de compétence linguistique canadiens (NCLC) scale
Another important information
When applying for a study permit through this pilot, the student does not need to provide a provincial attestation letter (PAL) or a territorial attestation letter (TAL)
Appendix A – Eligible countries
To be eligible, one must be a citizen of one of the following countries that are members of the Organisation internationale de la Francophonie in Africa, the Middle East and the Americas.

Appendix C – Requirements for the study program
Student must have a letter of acceptance from a participating DLI that says they are applying under the FMCSP. The study program must meet the following criteria:
- be at the post-secondary level
- be full-time
- be 2 years of study or more
- lead to a degree or diploma
- have French as the primary language of instruction (over 50% of the classes are taught in French)
Appendix D – Funds required
The amount of money required to have for living expenses to be eligible for the FMCSP depends on the size of the community where the main campus of the school is located. Enough money should be shown to pay your tuition fees
This pilot program also leads to:
- the student having access to settlement services during his/her studies
- eligibility for permanent residency after graduation
One may be eligible for permanent residence (along with their spouse or common-law partner and dependent children) after graduation if he/she meets the following criteria:
- he/she is a resident of Canada (outside Quebec)
- he/she has a valid temporary resident status while applying
- he/she has received an eligible degree or diploma while participating in the program – FMCSP
