This initiative replaces the earlier Programme régulier des travailleurs qualifiés (PRTQ), aiming to better synchronize immigration policies with the province’s labor market demands.

Application Process
The PSTQ employs a Declaration of Interest framework. Aspiring immigrants must first submit a declaration of interest. Candidates whose profiles align with Québec’s selection criteria may receive invitations to apply for permanent selection.
Updates for Applicants
Applicants who submitted declarations of interest before November 29, 2024, are required to update their profiles. This step is crucial to qualify for invitations after the temporary suspension period, which is set to last until June 30, 2025.
General Eligibility Criteria
To qualify for the PSTQ, applicants must meet the following requirements:
- Be at least 18 years old.
- Demonstrate intent to settle in Québec and secure employment in an eligible sector, avoiding industries deemed inadmissible, such as payday loans or pornography.
- Possess relevant work experience and educational credentials in line with the program’s criteria.
