Algonquin College President Addresses Impact of IRCC Policy Changes
On November 7, 2024, Claude Brulé, President and CEO of Algonquin College, addressed the college community regarding recent policy changes introduced by Immigration, Refugees, and Citizenship Canada (IRCC). These changes, which include caps on international student study permits and stricter eligibility criteria for Post-Graduate Work Permits (PGWP), are expected to significantly affect Algonquin College and Canada’s broader post-secondary education sector.
IRCC has implemented a cap on international student study permits for 2024 to 2026. The number of permits issued annually will drop from 485,000 in 2024 to 437,000 in 2025 and 2026—a reduction of approximately 10%. This measure is intended to address housing shortages and labor market concerns while managing immigration levels.
Additionally, as of November 1, 2024, new PGWP eligibility requirements mandate a Canadian Language Benchmark (CLB) score of 7 for university graduates and CLB 5 for college graduates. These stricter criteria are expected to result in about 175,000 fewer PGWPs being issued over three years, limiting opportunities for international students to gain work experience in Canada.
Financial Challenges for Algonquin College
The new policies present significant financial challenges for Algonquin College. Projections for the 2024-25 academic year indicate a shortfall of nearly 2,400 international students from the target of 7,447, leading to an estimated $32 million revenue decline.
Compounding this issue, approximately 65% of Algonquin College’s programs are now ineligible for PGWPs under the new criteria. This is a critical concern, as many international students prioritize Canadian institutions that offer pathways to post-graduate work opportunities.
Tuition Freeze and Funding Constraints
Algonquin College’s financial strain is further exacerbated by a provincial freeze on domestic tuition fees, in place since 2018-19 following a 10% reduction in rates. With rising operational costs and minimal increases in provincial funding over the past seven years, the college faces mounting challenges in balancing its budget while delivering quality education.
Strategic Responses and Mitigation Efforts
To address these challenges, President Brulé outlined several measures aimed at maintaining financial stability while prioritizing student needs:
- Deferring non-essential expenses.
- Limiting hiring to critical positions that directly support students.
