Alberta Advantage Immigration Program to Launch New Expression of Interest System

The Alberta Advantage Immigration Program (AAIP) is set to introduce a new Expression of Interest (EOI) system starting September 30, 2024. This new system aims to streamline the application process by allowing ongoing submissions of expressions of interest rather than adhering to fixed monthly application acceptance dates. Consequently, AAIP has announced that the remaining application intake dates for 2024 will be canceled in preparation for this transition.

Nominations and Allocations

As of August 7, 2024, AAIP had received 9,750 nominations for the year, as per the limits set by Immigration, Refugees and Citizenship Canada (IRCC) for provincial nominee programs. Below is a summary of the nominations issued and the total estimated allocations across various streams within AAIP:

Application Processing Times and Volumes

As of August 7, 2024, AAIP had a total of 5,913 unprocessed applications across various streams. The processing status of these applications is detailed below:

For the Entrepreneur Streams, processing times and volumes vary based on the stage of the expression of interest and business application. On average, it takes up to four months to assess these applications, with frequent interactions between applicants and AAIP staff to ensure eligibility and progress.

New EOI System for Worker Streams

Under the new EOI system launching on September 30, 2024, candidates will be placed in a selection pool after submitting their expressions of interest. AAIP will then invite candidates from this pool to apply based on their ranking and alignment with Alberta’s labor market needs and priorities. This approach replaces the existing system of fixed monthly application acceptance dates, offering a more flexible and continuous intake process.

Application Acceptance Summary

As of August 7, 2024, the following applications have been accepted for assessment in the Alberta Opportunity Stream, Rural Renewal Stream, and Tourism and Hospitality Stream:

Accelerated Tech Pathway

As of August 7, 2024, there are 446 web form submissions in the pool for the Accelerated Tech Pathway, received between May 23 and June 11, 2024. Invitations to apply through this pathway will continue to be issued from this pool.

Express Entry Draws

AAIP has also issued Notifications of Interest (NOIs) through the Alberta Express Entry Stream, focusing on candidates with specific skill sets aligned with Alberta’s labor market needs. The table below summarizes the Express Entry draws for 2024:

The new EOI system represents a significant shift in Alberta’s approach to immigration, aiming to better align with the province’s economic and labor market needs while providing greater flexibility for applicants.

Trends and Analysis

  1. Rising Immigration Demand

Alberta experienced a significant rise in immigration, welcoming 15,388 immigrants in the first quarter of 2024, accounting for 12.6% of the nation’s total arrivals. This trend highlights Alberta’s increasing popularity as a destination for newcomers, driven by abundant job opportunities and a high quality of life.

  1. Improved Application Process

The Alberta Advantage Immigration Program (AAIP) has introduced new guidelines for several streams, including the Alberta Opportunity Stream and Accelerated Tech Pathway. These updates aim to reduce processing times and enhance the overall applicant experience. The program now accepts applications on specific dates each month, with set targets to effectively manage application volumes.

  1. Emphasis on High-Demand Jobs

The AAIP continues to prioritize applications from sectors with labor shortages, such as healthcare, technology, and hospitality. This approach is intended to align immigration efforts with Alberta’s economic and labor market needs.

  1. Processing Capacity Challenges

Despite efforts to streamline procedures, the AAIP faces challenges due to a backlog of applications. The substantial number of pending applications highlights the need for ongoing adjustments to maintain service standards and meet the needs of potential immigrants. The Alberta Advantage Immigration Program is undergoing significant changes to accommodate rising immigration demand and address labor market needs. With a focus on high-demand sectors and faster processing times, the AAIP strives to enhance efficiency and support Alberta’s economic growth. However, the existing backlog of applications remains a concern, requiring continued efforts to optimize the program’s capacity and service delivery.
