Education

British Columbia has a well-respected public education system secured by globally prominent research universities. In Canada offers all citizens and permanent residents under the age of 20- free education until the end of high school through the public school system. In B.C. there is no restriction due to geographic distance and students may attend any public school they wish in the province free of charge, provided there is space. For grades 10,11 and 12, students must pass provincial exams in order to graduate.

BC offers over 1,900 programs at 25 public post-secondary institutions, including 11 universities, 11 colleges, and three institutes for students who wish to continue their education after high school. BRITISH COLUMBIA IMMIGRATION

Immigration has always played a major role in British Columbia, from the earlier settlers of the province right through to today. The province is more likely to depend on immigration for its future growth as a result of the province’s decreasing birth rate. British Columbia thus joins in the Provincial Nomination Program. The program allows the province to help speed up the immigration process for qualified applicants who wish to settle in British Columbia. The program also invites candidates to Canada through the Temporary Foreign Worker Program.

The BC – PNP

Through the British Columbia’s Provincial Nominee Program (BC PNP), potential immigrants with the skills and experience are targeted by the province and may eventually receive a British Columbia Provincial Nomination Certificate through which they can apply for Canadian permanent residence.

The two main streams under which the BC PNP accepts applications are:

A. Skills Immigration (including Express Entry British Columbia);

B. Entrepreneur Immigration

Who are eligible?

A. SKILLS IMMIGRATION
THE BC PNP SKILLS IMMIGRATION IS FURTHER SUB-DIVIDED AS FOLLOWS:

Skilled Worker Category

Eligible applicants must:

  • Have received an offer of paid full-time employment from an eligible British Columbia employer. This does not apply for BC PNP Tech Pilot registrants;
  • The job offer must be in an occupation classified as NOC level 0, A, or B;
    • For NOC level O or A occupations, no language test results are required. However, the BC PNP might require valid language test results at its discretion so as to determine whether the applicant has the language proficiency to perform the duties of the desired position; and
    • For NOC level B occupations, applicants must demonstrate adequate language proficiency in English or French. A minimum of Canadian Language Benchmark (CLB) level 4 in all competencies.
  • Have at least two years of paid full-time or full-time equivalent work in the skilled occupation offered to them. Applicants need to sufficiently demonstrate how their work experience are directly related to the skilled occupation as per the NOC skill level of the BC job offer;
  • Meet minimum income requirements and pay for housing and living expenses in British Columbia by way of showing:
    • The number of dependents;
    • Annual wage in the province; and
    • Location of residence in the province

Note: Employer offering the job to the BC PNP candidate must also meet the BC PNP minimum requirements for employers.

Healthcare Professional Category

Eligible applicants must:

  • Have received a full-time employment offer from an eligible British Columbia Public health authority in one of the following fields:
    • Physician;
    • Specialist;
    • Registered nurse;
    • Registered psychiatric nurse;
    • Nurse practitioner; or
    • Allied health professional such as a:
      • Diagnostic medical sonographer;
      • Clinical pharmacist;
      • Medical laboratory technologist;
      • Medical radiation technologist;
      • Occupational therapist; or
      • Physiotherapist.
    • Midwife

Applicant must be registered with the College of Midwives of British Columbia and must have an official letter (on letterhead) of confirmation from an established practice group in British Columbia which confirms their acceptance into the group as an affiliated midwife for a duration of at least six months.

Note: Both applicant and the head of the practice group must sign the letter.

  • Have at least two years of paid full-time or full-time equivalent work in the skilled occupation offered to them. Applicants need to sufficiently demonstrate how their work experience are directly related to the skilled occupation as per the NOC skill level of the BC job offer;
  • Language requirements:
    • For NOC level O or A occupations, no language test results are required. However, the BC PNP might require valid language test results at its discretion so as to determine whether the applicant has the language proficiency to perform the duties of the desired position; and

International Graduate Category

Eligible applicants must:

    • have graduated from an eligible Canadian university or college in the last three years with a degree, diploma or certificate;

Note:

(i) diplomas obtained from private institutions are not eligible;

(ii) the diploma program must be of full time equivalent coursework and of at least 8 months, that is 2 semesters

(iii) the diploma program will not be eligible if more than one-quarter is co-op work or an internship.

  • Have received an offer of paid, full-time employment from an eligible British Columbia employer. This does not apply for BC PNP Tech Pilot registrants;
  • The job offer must be in an occupation classified as NOC level 0, A, or B;
  • Meet minimum income requirements and pay for housing and living expenses in British Columbia by way of showing:
    • The number of dependents;
    • Annual wage in the province; and
    • Location of residence in the province
  • Language requirements:
    • For NOC level O or A occupations, no language test results are required. However, the BC PNP might require valid language test results at its discretion so as to determine whether the applicant has the language proficiency to perform the duties of the desired position; and

International Post-Graduate Category

Eligible applicants must:

  • Have obtained a Master or Doctoral degrees from an eligible educational institution in British Columbia in the natural, applied, or health sciences programs of study within the three years preceding the application to the BC PNP. The fields of study are as follows
    • Agriculture, agriculture operations and related sciences
    • Biological and biomedical sciences
    • Computer and information sciences and support services
    • Engineering
    • Engineering technology and engineering-related fields
    • Health professions and related programs
    • Mathematics and statistics
    • Natural resources conservation
    • Physical sciences
  • Provide evidence that they intend to reside permanently in British Columbia, such as:
    • The length of current or previous periods of residence in British Columbia;
    • The applicant’s connections to British Columbia through work, study, or family;
    • A description of any settlement activities that the applicant has undertaken (finding a job or place to reside);
    • Current employment in British Columbia;
    • Employment search details (prospective employers, applications, networking efforts, business development, etc.);
    • Community involvement;
    • An applicant’s ability to be financially self-sufficient in British Columbia; or
    • A plan to obtain or maintain legal authorization to work in British Columbia

Entry Level and Semi-Skilled Worker Category

Eligible candidates must have:

  • Have received an offer of paid, full-time employment from an eligible British Columbia employer in an eligible occupation;
  • completed secondary education and acquired any license or certificates required for the job;
  • Have a full time job in an ELSS eligible occupation for a duration of 9 consecutive months immediately before applying with the same British Columbia employer supporting the application;
    • Candidates living and working in the Northeast Development Region of British Columbia in any C or D level occupation (excluding live-in caregivers) will be eligible; and
    • Candidates in certain entry-level or semi-skilled positions in tourism/hospitality, food processing, or long haul tracking will also be eligible under this stream.

Note: Internship during a program of study (co-op) or while on a Study Permit or an Off-Campus Work Permit will not be considered as eligible.

  • Throughout the application process maintain a full-time employment;
  • If applicants are no longer eligible to work for the supporting employer when they receive an Invitation to Apply (ITA) for the BC PNP, but still has status in Canada (for example, as a visitor) or has left Canada, they may still submit an application as long as:
    • they met the conditions at the time of registration for the BC PNP; and,
    • the job offer remains valid throughout the application process.

Note: The registration is not an application. It is the applicant’s interest in applying under the BC PNP Entrepreneur immigration stream

  • Meet minimum income requirements and pay for housing and living expenses in British Columbia by way of showing:
    • The number of dependents;
    • Annual wage in the province; and
    • Location of residence in the province

Note: Entry level and semi-skilled applicants need to show proof of being in the position for 9 consecutive months.

  • Language Requirements

Applicants must demonstrate adequate language proficiency in English or French. A minimum of Canadian Language Benchmark (CLB) level 4 in all competencies.

  • Long-haul truck drivers must possess:
    • a valid British Columbia Class 1 driver’s license
    • air brake endorsement; and
    • other certification(s), such as authorization for the transport of dangerous goods.
B. Entrepreneur Immigration

The BC PNP ENTREPRENEUR IMMIGRATION IS FURTHER SUB-DIVIDED AS FOLLOWS :

Entrepreneur Immigration Category

Eligible candidates under this category are senior managers or business owners who intend to invest funds in a proposed business in British Columbia. This stream has an Entrepreneur Immigration Registration system which functions like an ‘’Expression of Interest Model’’. Eligible registered candidates can only submit an application to the program when they have received an invitation to apply. A work permit will then be allocated to selected applicants. If the business operation in British Columbia satisfies the requirements of the stream on a continuous basis, candidates will be eligible to apply for permanent residence through the BC PNP

Requirements for Applicants:

Ownership

Applicants must have post-secondary credentials or experience as a senior manager and/or as an active business owner-manager will 100% ownership in the business for at least three of the past five years. The percentage of ownership can be shared between the applicants, the spouse or common law partner, and/or their dependent child(ren).

Experience

Applicants must also have a minimum of 3 years’ experience or more as an active business Owner-Manager. Or for a senior Manager post the latter must have 4 or more years of experience or a combination of at least 1 year of experience as an active business owner-manager and at least 2 years of experience in a Senior Manager position during the past 10 years.

Note: when applicants receive Invitation to apply, they may be required to provide evidence of their education and an Education Credential Assessment (ECA).

Proof of fund

The personal net worth of the applicants must be legally obtained and must be at least $600,000 which includes cash, assets in bank accounts, fixed deposits, real properties, investments, etc.). The net worth can be under the spouse or common-law partner’s name and must be verifiable when getting invitation to apply.

Business concept

Applicants need to submit a business concept demonstrating active and ongoing management role in the daily operations of the proposed business and the creation of minimum one permanent, new full-time equivalent (FTE) job in the proposed British Columbia business for Canadian citizens or permanent residents of Canada within 12 months of the arrival date. On the other hand, applicants proposing key staff member should demonstrate the creation of at least 3 full-time equivalent (FTE) job. The business concept will be allotted points based on the projected commercial feasibility, transferability of the skills of the applicants and economic benefits.

Note: If the proposed business is ineligible, an applicant will be prohibited to register for the Entrepreneur Stream.

Investment

The personal investment obtained from the applicant’s personal net worth must be of CAD $200,000 in an
eligible investment within nearly 20 months (610 days) after arrival in British Columbia. However, the investment requirement will increase to CAD $400,000 when proposing a key staff member.

What are ineligible investments ?

  • Cash and working capital;
  • Salary payments made by the Applicant and his/her family members, if applicable; and
  • Real estate

Note: Only the business value portion of the purchasing price is considered as an eligible expense when purchasing an existing business

APPLICATION PROCESS

Before registration , international entrepreneurs are advised to conduct business research through an exploratory visit to British Columbia in order to learn about business opportunities and the local business environment. During their visit, entrepreneurs can:

  • Conduct market research;
  • Evaluate and investigate potential business opportunities;
  • Make local business contacts; and/or
  • Get an insight on how business is conducted in BC and learn about the health care/education programs/housing/culture and lifestyle

Applicants must first register with the BC PNP . An online profile, should be created and will obtain a registration score based on different factors such as the business ownership/senior management experience, personal net worth, adaptability, business concept among others. Within six weeks of creating an online profile, applicants will be assigned a score for their business concepts

During periodic draws held by the BC PNP, the highest-ranked applicants will be invited to apply . After receipt of ITA, applicants have 4 months (i.e 120 days) for submission of a complete application under the BC PNP Entrepreneur Immigration Stream, obtain review of their declared personal net worth and funds, and pay the required fees. During the application assessment process, applicants may be invited to attend an interview in Vancouver.

After the application is sanctioned, International Entrepreneurs must sign a Performance Agreement and will receive a Letter of Confirmation to apply for a 2-year work permit with the IRCC

After arriving in the province , International Entrepreneurs have up to 610 days (20 months) to set up the business plan, manage actively their business and must abide by all the conditions stipulated in the Performance Agreement. For at least 75% of the work permit period, they should prove residency within 100km of the business location.

Entrepreneurs must submit a final report to BC PNP in which they describe their business activities while being on a valid work permit. This report must be submitted between 18 and 20 months after their arrival in British Columbia.

Approved Entrepreneurs candidates will be issued a confirmation of nomination by the Government of British Columbia. This confirmation will enable entrepreneurs and their eligible dependent family members to apply for PR with the IRCC

Entrepreneur Immigration Regional Pilot

International entrepreneurs who intent to launch a new business in a small community in British Columbia are eligible for this pilot program

Strategic Projects Category

Foreign-controlled companies can launch a new business in British Columbia through this category. The province can nominate up to five key foreign managerial, professional or technical staff members for permanent residence

The application for Skilled Worker, Health Care Professional, International Graduate, and International Post-Graduate categories can also be processed through the Express Entry British Columbia stream, which is affiliated with the federal Express Entry immigration selection system.

Candidates falling under the Skills Immigration and British Columbia’s Express Entry Streams may also be eligible for immigration under the BC PNP Tech Pilot provided they have an eligible job offer in one the 29 Occupations below:
