A fresh Express Entry draw was held by Immigration, Refugees and Citizenship Canada (IRCC) on May 31, 2024, with a focus on the Canadian Experience Class (CEC) programme. For CEC applicants having a minimum Comprehensive Ranking System (CRS) score of 522 points, the IRCC sent out 3,000 Invitations to Apply (ITAs). The tie-breaking rules for this draw were based on the date and time candidates submitted their Express Entry profiles, with the cut-off being March 19, 2024 at 18:58:58 UTC.

Since September 14, 2021, when 2,000 ITAs with a CRS cut-off of 462 points were issued, this was the first draw that was only for CECs. For an Express Entry draw with non-category-based selection, the most recent draw received the lowest CRS score of the year.

The CEC is intended for skilled professionals who have worked in Canada for at least a year during the previous three years. The intention of the IRCC to conduct further “domestic draws” in order to facilitate the conversion of temporary residents into permanent residents and to lower the total count of temporary residents in Canada is reflected in this draw.

Unlike general draws that accept applications from all programmes, program-specific draws like this one only take into account candidates from the Express Entry pool who have applied through a particular permanent residency programme.

Eligibility Requirements

To qualify for the Canadian Experience Class (CEC), you must fulfill all the minimum criteria for:

  • Canadian skilled work experience
  • Language proficiency
  • Canadian Skilled Work Experience

You must:

  • Have at least one year of full-time skilled work experience in Canada (or an equivalent amount of part-time work experience) within the past three years.
  • Have gained this work experience in Canada while legally authorized to work under temporary resident status.
  • Demonstrate that you performed:
  • The tasks outlined in the lead statement of your occupation’s description in the National Occupational Classification (NOC).
  • Most of the primary duties listed in the NOC.
  • Skilled work experience refers to employment in one or more of the following NOC Training, Education, Experience, and Responsibilities (TEER) categories:
  1. TEER 0
  2. TEER 1
  3. TEER 2
  4. TEER 3

Your skilled work experience must be compensated, either through wages or earned commission. Volunteer positions and unpaid internships are not eligible.

Ineligibility Criteria

You are not eligible for the Canadian Experience Class if:

  • You are seeking asylum in Canada.
  • You are employed without proper authorization.
  • Your work experience was acquired without having temporary resident status in Canada.

Exclusions for Self-Employment and Student Work Experience

Self-employment and work experience obtained while you were a full-time student (even if it was a co-op work term) do not meet the requirements for this program.

Special Provision for Physicians

A temporary public policy has been introduced for foreign national physicians who:

  • Received an invitation to apply for permanent residence through Express Entry on or after April 25, 2023, and have submitted their application.
  • Have experience providing publicly funded medical services in Canada (such as fee-for-service work).
  • Are ineligible because they are self-employed.

This policy allows this work experience to count as Canadian work experience. When creating your Express Entry profile, to ensure your work experience is considered, do not select the “Self-employed work” checkbox under Work experience in Canada.

Another draw was held on the 30th of May at 14:59:31 UTC in which 2,985 candidates received invitation, necessitating a minimum CRS score of 676.

On May 30, 2024, Immigration, Refugees and Citizenship Canada (IRCC) issued 2,985 Invitations to Apply (ITAs) in a Provincial Nominee Program (PNP)-specific Express Entry draw. This marked the first PNP draw since October 24, 2023, when 1,548 invitations were issued with a Comprehensive Ranking System (CRS) cut-off of 776 points. The recent draw had a significantly lower CRS cut-off of 676 points, with a tie-breaking rule set for January 19, 2024. This draw followed a month-long pause in Express Entry draws. The 2024 PNP draws emphasize the diverse range of occupations sought by provinces like British Columbia to address labor market needs and support economic growth. The May 30 draw, in particular, aimed to enable provincial candidates to progress with their applications after the hiatus. The tie-breaking rules for this draw were based on the date and time candidates submitted their Express Entry profiles, with the cut-off being January 19, 2024 at 18:32:21 UTC.

The Provincial Nominee Program (PNP) is designed for workers possessing the skills, education, and work experience needed to enhance the economy of a particular province or territory in Canada. It is aimed at individuals who wish to reside in that province or territory and seek permanent residency in Canada. Each province and territory offers its own set of “streams”—specific immigration programs tailored to target different groups and meet various requirements. These streams can focus on attracting students, business people, skilled workers, and semi-skilled workers.
